Guy claims to be a witness to a crime 2 yards away but can't even smell the immense piles of dog poop in his own yard or witness the massive way underage drug and alcohol party in his own backyard! PPD Stout refuses to write up damages to neighbors property caused by dogs and drunks. Tells homeowner to fill in dog digging under fence with some "shovel work and some dirt", bend back the fence which 2 teen drunks knocked over while fighting, then Stout himself goes and bends the fence back himself,"to keep peace",or so he hopes. Stout then tells the homeowner to apply some lumber and nails to patch up the holes dogs have made in the privacy fence. no Police report although 350 dollars damage.
