Be aware Citizens Investigator, although the civies would throw a person off as to the detective status of this person( the handcuffs and badge could just mean he's just into S&M!),a Class 1 FBI check has already been conducted as PPD likes to do on suspected terrorists. Now he's fishing for a "mental hygiene" arrest-obviously anyone who might have to investigate their department (despite the Parkersburg PD's most outrageous behavior and unprofessional conduct as reported by various news agencies),might have some mental health issues. So now the PPD man of many hats has to become a PHd Mental Health evaluator plus a certified Board Medical doctor,not to mention a doctor of Law. All this despite having only a high school diploma plus a certificate for completion of police boot camp! WOWEEE!!!
All the confidence of a person who can screw with people and even when he makes a mistake it doesn't matter cause he has sovereign police immunity and a free lawyer through the Parkersburg city insurance company. If PPD had a good reputation the Citizens Investigator wouldn't be there because they don't waste time or money where there is no cause-so the fact that the Citizen Investigator is there and has made an expert witness report that displays PPD in an unfavorable light means PPD are bullies using govt. money to intimidate some people they have a grudge against who haven't done anything that merits the use of force!
Fortunately the area has a lot of really competent attornies and private investigators so the damage done by a real live PPD detective is somewhat limited depending on the circumstances. -A PPD investigation begins with "Duhhh! Somepin' happened- That's probable cause,(I don't like the accused person anyway") Time to get a warrant."
Is this Stalnaker confronting the citizens' investigator and trying to start some shit over a routine investigation or do I have the wrong person? The same Stalnaker involved in the alledged purse snatching at Grand Central Mall? Not to defend any type of theft if the person is proven guilty but shooting them to death?
