The mayor and Joe Martin stated that Backus' lawsuit was politically motivated? Backus in fact has no political power and his Federal lawsuit was in fact pro-se meaning he had no legal representation other than himself. The Parkersburg Police Dept. however has a free City Attorney, and was represented by a Wall Street type power Legal firm. Backus actions appear more in the realm of someone who has been publicly humiliated, and probably psychologically and physically stressed out though not able to show specific tort. That is why no lawyer would represent Mr. Backus, because no attorney would want to waste their time without specific damages,especially in dealing with Parkersburg Police who lie so much they don't even know what the truth is! Mr. Backus must indeed have had some case or it would have been thrown out immediately by the US District Court. Mr. Backus' case was not dismissed with prejudice as really unworthy cases are. So the bottom line is no one wants to waste their time on a case where there's no blood shooting out,especially in dealing with the PPD and in addition where there may even be a Federal Judge specifically placed to rule in favor of police. Once again for an issue to be politically motivated both parties should have some degree of political power. Mr. Backus had 0!
